5 Chargers free agents who could join Jesse Minter with the Ravens

All is well in Charm City after the Ravens hired their fourth head coach in franchise history, bringing Jesse Minter back to where it all started with a five-year deal. Minter brings a high level of defensive acumen and should allow Ravens fans to simmer their frustrations over the loss of Mike MacDonald two years ago. The Ravens will now begin the process of adding an offensive and defensive coordinator, while working out a new contract for quarterback Lamar Jackson.

With the hire now official, we’re looking at five Chargers free agents who could join Minter in Baltimore when the new league year kicks off on March 9.

OLB Odafe Oweh

Sometimes a reunion can work if the right mediator fosters honesty and consistency. Once Oweh departed Baltimore, he exploded statistically in Los Angeles under Minter. According to PFF, Oweh led two different teams in PFF pass-rush grade among defenders with at least 100 pass-rush snaps, generating a 71.1 grade in Baltimore before being traded to the Chargers, where he earned a 77.7 grade under Minter. Overall, Oweh’s 78.0 PFF pass-rush grade finished 18th among all qualifying edge rushers.

OLB Khalil Mack

Mack, who turns 35 next month, is a nine-time Pro Bowler and four-time All-Pro who is reportedly considering retirement. If he chooses to play, Baltimore should certainly pursue Mack, who has recorded double-digit sacks five times, including a career-high 17 in 2023. After suffering an elbow injury, Mack returned in Week 7, producing an 84.9 PFF overall grade, seventh best among qualifying edge defenders.

LB Del’Shawn Phillips

The one familiar name who could join Minter is special teamer/linebacker Del’Shawn Phillips, who spent two seasons with the Ravens (2022-2023). Phillips was an All-Pro special teamer this season, so it is unlikely that Chargers General Manager Joe Hortiz allows him to exit without a fair offer.

WR Keenan Allen

It’s not likely, but if DeAndre Hopkins departs and the new offensive coordinator isn’t blown away by Devontez Walker or LaJohntay Wester, Allen could be a name to watch as the third or fourth receiver option. The 33-year-old finished the 2025 season with 81catches for 777 yards and four touchdowns. Allen will become an unrestricted free agent in 2026, so the future Hall of Famer will be in control of his destiny should he decide to return for a 14th season.

RB Najee Harris

Harris, who signed as a free agent with the Chargers in March, landed on the non-football injury/illness list ahead of training camp after a July 4 fireworks mishap that damaged an eye, and then he missed the entire season with an Achilles tear. Prior to the 2025 season, Harris had never missed a game in his NFL career, and his durability is one reason he was attractive to the Chargers. He rushed for 1,000 yards in each of his first four seasons with the Pittsburgh Steelers, and his physical style of running wouldn’t deviate from the Derrick Henry gameplan.

OL Jamaree Salyer

OL Trevor Penning

The Chargers acquired Penning to help their injury-plagued offensive line at the trade deadline by sending a 2027 sixth-round pick to the New Orleans Saints. The Saints selected Penning with the 19th pick out of Northern Iowa in the 2022 NFL draft. He was moved to right tackle after the Saints selected Taliese Fuaga in the first round in 2024 and started all 17 games at that position. Penning is the older brother of Ravens practice squad offensive guard Jared Penning.
